Special End of Year Seminar
To conclude the 2006 Seminar Series the School welcomed Associate Professor Giuseppe Grossi to present a seminar entitled "Governance, Control and Accountability in Municipal Corporate Groups: The Experience of Large Italian Cities".
Giuseppe is an Associate Professor in Public Management and Accounting, at the School of Economics, University of Siena, Italy.
Abstract
During the last 15 years, public sector in the European Union countries has undergone enormous change. One of the most notable initiatives has been the externalization of public services through corporatisation, contracting out, public and private partnership (PPP) and privatisation of activities and entities not at the core of Local Government (LG). All these initiatives are part of New Public Management (NPM). The growing diffusion of corporations has profoundly modified the governance and role of LGs. This process involves not only the authority to produce public services, but also the need to establish lines of communication within the LGs in order to coordinate, steer and control the corporations. The study is based on a survey which was sent to the City managers of the large Italian cities. Its goal is to understand the different organisational solutions adopted in the role of contractor and shareholder of the corporations. Each LG is called upon to find an organisational solution, carry out evaluations and develop a solution based on the size of the Municipal Corporate Group. The solutions of strategic top management can oscillate between two extremes: one extreme being maximum decentralisation and autonomy of the organisation with respect to the political bodies, and the other extreme being centralisation with the creation of synergies and strategic alliances and the resulting advantages offered by collaboration and coordination.
