Occupational Health and Safety

1. Purpose

To affirm the commitment of the University of Ballarat to occupational health and safety.


2. Scope

This policy applies to all employees and other members of the University.

4. Policy Statement

4.1 Preamble
As part of its commitment to Health and Safety in the University, Council accepts that it is required under the Occupational Health & Safety Act 1985 to provide a working environment that is safe, and, as far as practicable, without risk to health.

It is Council's expectation, in accordance with the University's duty of care, and in accordance with the duty of employees and other members of the University to take reasonable care of their own and others' health and safety in the workplace, that all members of the University be required to foster and support the implementation of the University's policy concerning health and safety.

4.2 Policy on Occupational Health and Safety
The University of Ballarat is committed to establishing best practice in providing a workplace and environment that are, as far as practicable, safe and without risk to health.

4.3 Council's Expectation Concerning the Occupational Health and Safety Policy
By adopting this policy, the University aims to provide, maintain, and improve continuously health and safety practice throughout the University. The policy is intended to integrate concern with health and safety matters into the mainstream planning and routine management and administration of the University, including, but not limited to, the functions of: education and training; planning; purchasing; building and design; and the engagement of contractors. It is intended also to integrate concern with health and safety into the scholarly work of the University.

Through this policy, the University aims to support a team-based approach to managing health and safety issues, including the systematic identification of hazards, and the assessment and control of risk.


5. Responsibility

In order to implement the Occupational Health and Safety Policy of the University, Council has determined that the Vice-Chancellor, or nominee of the Vice-Chancellor:
  • will be the person accountable for the development, implementation and monitoring of the University's health and safety management system;
  • will ensure the appointment of a Manager - Workplace Support with responsibility for the health and safety management system, and for providing advice and assistance on health and safety matters;
  • will establish University Health and Safety Teams to advise and report on health and safety issues and their resolution, with membership that is representative of the employer and employees;
  • will ensure that responsibility for the implementation and monitoring of University health and safety initiatives rests with the Deputy Vice-Chancellors, the Pro Vice-Chancellors, the Heads of Schools and Sections, and with the Vice-Chancellor's nominee in the Office of the Vice-Chancellor.
